Burgum has called for “innovation over regulation,” according to his campaign website.

His campaign website also said the governor will get inflation under control, lower taxes and gas prices and reduce the cost of living.

Burgum said as president he would tout an “all-of-the-above” energy approach, which he said has worked in North Dakota, pointing to the state’s $42 billion oil and gas industry.

Burgum set a goal for North Dakota to become carbon neutral by 2030.

The governor has acknowledged that human activity has contributed to climate change. However, he has pushed back on calls to regulate the fossil fuel industry and said the solution lies within technology that would capture carbon emissions.

The governor has also said the debate over climate change has become politicized, noting that “if anybody questions any aspect of this, they're immediately ostracized.”

Burgum signed legislation in North Dakota that would ban most abortions after six weeks of pregnancy.

The governor also signed legislation that criminalizes giving gender-affirming care to people under the age of 18.

He vetoed legislation addressing “patient choice” in health care. The bill would have blocked health insurers from excluding particular health care providers. Burgum said the legislation targeted one health insurance plan offered in the state and would increase costs.

Burgum said national security is one of his three campaign priorities.

He has been a vocal critic of Russia’s invasion of Ukraine and has warned that a win for Russia is a win for China as well.

The governor has accused President Biden of allowing Russia to have too great of an influence on the global energy market.
