Michael Morell, former deputy director of the CIA, on Tuesday said the person who perpetrated the Manchester terrorist attack Monday knew how to maximize casualties, citing the timing and location.

“Whoever did this was very sophisticated in both the location and the timing. The location was a place, as you know, where there’s a large group of people exiting,” Morell told “CBS This Morning.”

He also said the fact that the bomber acted while people were leaving the concert could have maximized casualties.

{mosads}”More people flowing out mass together at the end of the concert than the beginning of concerts,” he said.

“So whoever did this was very conscious of how to maximize casualties,” Morell added.

The attack killed at least 22 people Monday night at the conclusion of an Ariana Granda concert in Manchester, England. Police say the attacker detonated an improvised explosive device.
