Carter, Yoder advance in appropriations committee leadership reshuffle
Reps. John Carter (R-Texas) and Kevin Yoder (R-Kan.) advanced in a reshuffle of House Appropriations subcommittee chairmanships, prompted by the retirement of Rep. Charlie Dent (R-Pa.), who had chaired the military construction and veterans affairs subcommittee.
Carter, who chairs the Homeland Security Subcommittee, will replace Dent. Yoder, who heads up the Legislative Branch Subcommittee, will replace Carter on Homeland Security.
The Homeland Security appropriations bill will be front and center in the spending fight this year, as it would be the vehicle for funding President Trump’s proposed border wall, immigration enforcement and any other border security measures.

The military construction and veterans affairs subcommittee has already marked up its 2019 spending bill and sent it to the full committee.
“We are in the midst of a very aggressive and busy appropriations season. With the retirement of one of our great Subcommittee Chairmen, Charlie Dent, we needed to bring a new Member on board, and have made additional changes in Subcommittee leadership as well,” Appropriations Committee Chairman Rodney Frelinghuysen (R-N.J.) said.
Frelinghuysen also announced the addition of Rep. John Rutherford (R-Fla.) to fill Dent’s seat on the full appropriations committee.
Frelinghuysen himself will take over the chairmanship of the Legislative Branch Subcommittee from Yoder. Frelinghuysen is not seeking reelection, making him a placeholder for the legislative subcommittee, which marked up its appropriations bill for 2019 last week.
