Dow gains for third day running, NASDAQ sets new record

The Dow Jones Industrial Average on Tuesday closed up for the third day in a row, even as talks over a new stimulus package made little progress in Washington.

The Dow Jones Industrial Average closed up 164 points, or 0.6 percent, and the S&P 500 closed up 12 points, or 0.3 percent.

The tech-heavy NASDAQ closed at 10,941, up 38 points, or 0.4 percent, beating the record it set Monday.

House Democrats meeting with White House officials have made haltingly few gains in their negotiations over a new COVID-19 relief package, even as expanded unemployment benefits and a moratorium on evictions have expired.

Treasury Secretary Steven Mnuchin told Senate Republicans that negotiators were no closer to a deal on Tuesday afternoon than they were a week earlier.
