Former Rep. Russ Carnahan (D-Mo.) will join Bryan Cave Leighton Paisner’s public policy and government affairs group as a senior policy adviser. Carnahan served in Congress from 2005 to 2013.

Joyce Rogers was named Pfizer’s vice president of U.S. policy and public affairs. She previously was chief government affairs officer at Advocate Aurora Health and before that was senior vice president of government affairs at AARP.

BGR Group added former NATO Ambassador Douglas Lute, who served during the Obama administration, as chairman of the firm’s international and defense practices. Lute was NATO ambassador from 2013 to 2017 and before that was assistant to the president and deputy national security adviser for Iraq and Afghanistan during the George W. Bush administration.

Licy Do Canto was named managing director of APCO Worldwide’s Washington office. He previously was executive vice president and managing director of BCW Global and before that was president and founder of his own firm, The Do Canto Group, for nine years.

Mothers Against Drunk Driving (MADD) named Stephanie Manning chief government affairs officer. Manning previously was a consultant for MADD on federal policy and legislation and before that was a senior policy adviser for the House Transportation and Infrastructure Committee Democrats and was on MADD’s federal affairs team.

Envision Healthcare named Patrick Velliky vice president of government affairs, effective Feb. 1. Velliky has been vice president of legislation at the Federation of American Hospitals and before that was the director of congressional affairs at Anthem.
