Hillary Clinton on Wednesday said that staff changes and prepared remarks can’t change Donald Trump as the GOP presidential nominee undergoes a campaign overhaul.

{mosads}Delivering an economic speech in Cleveland, the Democratic nominee said Trump “is who he is” and urged voters not to wait around for the real estate mogul to change.

“He can hire and fire anyone from his campaign, they can make him read new words from a teleprompter, but he’s still the same man who insults Gold Star families, demeans women, mocks people with disabilities and thinks he knows more about ISIS [the Islamic State in Iraq and Syria] than our generals,” Clinton said.

“There is no new Donald Trump. This is who he is,” she said, adding a line used in recent rallies: “Friends don’t let friends vote Trump.”

Clinton delivered her speech after a Trump campaign shake-up. He hired Breitbart News Chairman Stephen Bannon to be the campaign’s chief executive and promoted GOP pollster Kellyanne Conway to campaign manager.

Trump has been under fire for a host of inflammatory remarks that include attacking the parents of an Army captain killed in the Iraq War, saying “Second Amendment people” could stop Clinton from nominating liberal justice to the Supreme Court, and calling President Obama the “founder” of ISIS.

Clinton currently holds a comfortable lead in the polls both nationally and in many battleground states.

As he seeks to reroute his struggling campaign, Trump has been reading prepared remarks more frequently and has escalated his attacks on Clinton.

In a speech Tuesday night, Trump accused Clinton of “bigotry,” claiming that she has been taking black voters for granted and also for being “against the police.”

He also continues to question Clinton’s health, claiming that she “lacks the mental and physical stamina to take on” ISIS.
