I Will Ask for a GAO Investigation of Blackwater (Del. Eleanor Holmes Norton)
I am indeed going to ask the committee to ask for an investigation by the Government Accountability Office (GAO) of the status of independent contractors relative to American law.
It appears that these contractors are under the command and direction of the United States just as (I hope) members of the armed forces are on the use of force, and yet are able to commit acts that would be illegal under the code of military justice and under international law.
