House Appropriations Chairman: ‘This will be a clean CR’

House Appropriations Committee Chairman Hal Rogers (R-Ky.) said Monday night that he expects a vote this week on a “clean” stopgap funding bill to avoid a government shutdown.

“This will be a clean CR,” Rogers said. “We’re trying our best to keep this bill as clean as we can, because we want to avoid a shutdown.”

{mosads}However, Rogers would not rule out the possibility of whether a reauthorization of the Export-Import Bank would be attached to the stopgap bill, also known as a continuing resolution (CR). 

“I don’t want to get involved in details yet, because we haven’t perfected the bill perfectly yet,” Rogers said.

The House Appropriations Committee chairman told reporters that the details of the continuing resolution will be discussed at a GOP conference meeting Tuesday morning. 

“Members should have a chance to react before we do it in the press,” Rogers said.

Rogers predicted the measure will pass, which he expected will be later this week. If a bill is filed Tuesday, the House could vote as early as Thursday under its rule that legislative text be publicly available for at least three calendar days.

“I think it will pass. It should be non-controversial,” Rogers said.

No final decision has been made on the length of the CR, Rogers said. 

The Kentucky Republican further said that funding to address the Ebola outbreak in West Africa will be included in the bill. The Obama administration has requested $88 billion to assist countries dealing with the virus.

Rogers said no decision has been made on whether extra funding to address the surge of child migrants crossing the border will be part of the bill.
