•Holland & Knight hired Meital Stavinsky as a partner and co-chair of the firm’s Israel practice, working in both Miami and Washington, D.C. She comes from Greenberg Traurig, where she was a shareholder and founding member of the firm’s Israel practice.
•Uber’s top lobbyist, Brian Worth, joined tech lobbying firm Franklin Square Group as a partner. He had been with Uber since 2014 and before that worked as coalitions director for House Majority Leader Kevin McCarthy (R-Calif.) and in the George W. Bush administration at the Small Business Administration.
{mosads}•The Guardian Life Insurance Company of America promoted Jay Rosenblum to chief human resources officer, also making him a member of the company’s executive leadership team. Laura Haines has been named senior vice president and head of government affairs, succeeding Rosenblum. She has been in the Washington office of the Hartford Financial Services Group for the last 15 years, most recently serving as vice president of federal affairs.
•Brownstein Hyatt Farber Schreck hired three to join its government relations department as policy advisers: Darien Flowers, Travis Norton and David Reid. Flowers most recently served as a legislative aide to Sen. Bill Cassidy (R-La.). Norton previously worked as the executive director of the U.S. Chamber of Commerce’s Center for Capital Markets Competitiveness, and has worked on the House and Senate financial services and banking panels. Before coming to Brownstein, Reid was the Washington, D.C., PAC finance director for Hillary Clinton’s presidential campaign.
•Comcast promoted Kathy Zachem to executive vice president of regulatory and state legislative affairs. She has been with the company since 2008 and has led Comcast’s lobbying before federal agencies and state governments.
•Former Rep. Charles Boustany (R-La.) joined Capitol Counsel as a partner. He recently left Capitol Hill after losing a bid for Louisiana’s open Senate seat. He had spent 12 years in Congress and served on the House Ways and Means Committee, including as the chairman of the tax policy subcommittee.
