• The National Confectioners Association (NCA) promoted Dan Shorts, an integral member of its lobbying team, to director of government affairs. He was previously senior manager of government affairs. The NCA also hired Amy Buglass as manager of web technology, James Gleason as content manager and Lynn Wylie as senior director of industry affairs. The additions to the public affairs and communications team are part of the NCA dramatically increasing its presence in Washington in recent years. 

Victoria Marum is a vice president in Cornerstone Government Affairs’s national security practice. She previously was the U.S. Navy’s legislative liaison to the House.

Wine & Spirits Wholesalers of America hired Cody Tucker as a senior director on the federal affairs team, where he will lobby both chambers of Congress and executive branch agencies. Tucker previously was director of public affairs and communications at the Progressive Policy Institute and before that communications director for Rep. Kurt Schrader (D-Ore.).

Rochelle Colburn was named College to Congress’s first chief operating officer. Prior to joining College to Congress, she was assistant to the chief operating officer and executive vice president of policy at the Business Roundtable. She also served as the scheduler for Rep. Virginia Foxx (R-N.C.).

Ernie Jolly, previously deputy chief of staff for Rep. Gregory Meeks (D-N.Y.), is an associate vice president of legislative affairs at the Mortgage Bankers Association. 

Jane E. Larimer will be the next president and CEO of Nacha, effective July 1. She will replace Janet O. Estep, Nacha’s current president and CEO. Nacha is a nonprofit organization that is the steward of the ACH Network, a payment system that connects all U.S. bank accounts.

Jonodev Osceola Chaudhuri, outgoing chairman of the National Indian Gaming Commission, will join Quarles & Brady’s Indian Law and Policy Group as chair in the Washington, D.C., office, effective May 20.
