Milan Dalal and James Maloney launched a new consulting firm, Tiger Hill Partners. Maloney most recently founded The JHM Group, a New York City-based financial communications and public affairs firm. Before that, he worked at Edelman and the American Investment Council. Dalal most recently was of counsel at Brownstein Hyatt Farber Schreck. Before that he was staff director of the Senate Banking Subcommittee on Securities, Insurance, and Investment. He was also a senior economic adviser to Sen. Mark Warner (D-Va.), and legislative director for Rep. Gregory Meeks (D-N.Y.).

Richard England, former deputy chief of staff to Rep. Pete Olson (R-Texas), will be vice president of government affairs at the National Ocean Industries Association. Before that he was an energy policy analyst at Washington Analysis.

Julio Laínez, former legislative director to Rep. Seth Moulton (D-Mass.), is the deputy director for legislative affairs at the Transport Workers Union. He also worked as a legislative aide to former Senate Majority Leader Harry Reid (D-Nev.).

Faegre Baker Daniels and Drinker Biddle & Reath will combine their law and operations as the new Faegre Drinker, effective Feb. 1, 2020.

The Pharmaceutical Care Management Association named Claire Wulf Winiarek vice president of policy. She previously was the director of the division of managed care policy at the Centers for Medicare & Medicaid Services and before that was vice president of public policy at Magellan Health.
