Pollster: Paul Ryan’s refusal to allow a GOP leadership election is harming Republicans’ approval ratings

With Democratic voters highly energized heading into this fall’s elections, the congressional GOP is being damaged by Speaker of the House Paul Ryan’s refusal to allow Republicans to vote on his replacement, Mark Penn, chairman of the Harris Poll said Thursday during an interview with “Rising,” Hill.TV’s morning news show. “Whoever heard of going into an election with a leader who quit but won’t hold an election for a new leader,” Penn said.
