The Hill’s 12:30 Report: Latest on shutdown threat | Rahm flips the bird over 2020 | Obama orders intel review of election hacks | Trump taps McMorris Rodgers for Interior | Trump, Biden on Sunday shows | National Pastry Day

T-MINUS 11.5 HOURS UNTIL A POTENTIAL GOVERNMENT SHUTDOWN: All eyes are on the Senate which must pass short-term funding resolution by midnight to avoid a potential government shutdown. A number of Senate Democrats though are fighting against the stopgap measure and demanding more help for retired miners. Here’s how that’s going:

Latest — Dems tamp down talks of a shutdown: Senate Democratic Whip Dick Durbin (Ill.) said he has spoken with Democratic colleagues who are angry the funding resolution does not include more aid for retired miners and said they want to make a point, not shutter federal agencies. But when asked whether 41 Democrats would vote against the funding stopgap and risk a shutdown, Durbin said he didn’t know and declined to say how he would vote. http://bit.ly/2h5GJO3

Where we stand now: The House passed a short-term funding bill to last through April 2017. The House then left for the holiday, which complicates things if the bill changes. Photos of House members making a run for it: http://bit.ly/2gifRpW

What Dems are hoping for: A one-year extension to healthcare for thousands of coal miners and their families. Why: The current deal extends funding just through April. Sen. Joe Manchin (D-W.Va.), who is leading the fight, called that “cruel.”

Next step: If there’s no deal, Manchin and his colleagues could cause funding to expire for a few days. Absent a deal, the earliest the Senate could take an initial vote on the continuing resolution would be Saturday morning, meaning Congress would blow past the deadline to fund the government.

Preventing a shutdown through the weekend: Lawmakers could pass a stopgap spending measure that lasts only a few days to prevent the government from shutting down over the weekend.

But the House is gone: When a reporter questioned what happened if the House were no longer in session to vote on another CR, the West Virginia Democrat responded that “skeletons” have voted before. http://bit.ly/2h5CMbR

Happy Friday. What. A. Week. Now, go spread some holiday cheer because Christmas is in 16 days and Hanukkah is 15 days away! I’m Cate Martel with a quick recap of what you missed this morning and what’s on tap for the rest of the day. Send comments, story ideas and events for our radar to cmartel@digital-release.thehill.com@CateMartel and on Facebook.

BREAKING THIS A.M. — THIS AIN’T OVAH YET: Via The Hill’s Katie Bo WilliamsPresident Obama has directed the intelligence community to conduct “a full review” of the 2016 election in light of reports of Russian interference, homeland security adviser Lisa Monaco said Friday. Timing: The report is expected to be completed and sent to Congress before Obama leaves office Jan. 20. http://bit.ly/2hbOMGy

{mosads}ALSO BREAKING — WE HAVE AN INTERIOR NOMINEE: President-elect Donald Trump is expected to name Rep. Cathy McMorris Rodgers (R-Wash.) to lead the Interior Department, according to reports. What to know: She is a five-term Republican who represents eastern Washington and is the chair of the House Republican Conference. McMorris Rodgers is a vice chair of Trump’s transition team and the highest-ranking woman in GOP leadership. http://bit.ly/2gsMi8o

The Huffington Post’s Matt Fuller: “I just want to point out that Cathy McMorris Rodgers was technically the boss of Evan McMullin the day he announced his presidential run.” http://bit.ly/2hnfRKb

Reuters’ Patricia Zengerle: “Cathy McMorris Rodgers’ departure would leave Ryan’s leadership team with no women.” http://bit.ly/2h5KSkJ

HOOONEY, I’M HOOOOOOME: Via Yours Truly, yesterday, Hillary Clinton made her first appearance on Capitol Hill since losing the election. She joined in a send-off for Senate Democratic Leader Harry Reid (Nev.). http://bit.ly/2gJ15t3

But first, let me take a selfie: Clinton ignored questions from the press, but did take selfies with students and interns mixed in the scrum. And yes, the crying from young supporters meeting her is audible in this video: http://bit.ly/2gIYcbY

Great “how-to” on making a situation even more awkward: Clinton sat on stage next to Vice President Biden. As House Minority Leader Nancy Pelosi (D-Calif.) spoke, Clinton turned to Biden to whisper a comment and a laugh. It was barely noticeable. Well, until I heard the loud patter of clicks from press cameras. It drew everyone in the room’s full attention. Oh to be in the spotlight!

One-month reunion: Following remarks, Chicago Mayor Rahm Emanuel made his way across the room to greet colleagues John Podesta and Huma Abedin. They shared pleasantries as Clinton’s former running mate, Sen. Tim Kaine (D-Va.), walked over to briefly say hello.

Line that got the biggest laugh: “This is not exactly the speech at the Capitol I hoped to be giving after the election. But after a few weeks of taking selfies in the woods, I thought it would be a good idea to come out,” Clinton said, poking fun at herself. Clinton has been photographed several times over the past few weeks hiking near her upstate New York home.

Purple!: Clinton wore a purple suit yesterday. Why it’s worth mentioning: At both her concession speech and her speech a week after the election, she wore purple suits. Unity? Bipartisanship? Just her favorite color?

WHAT WE CAN TELL FROM TRUMP’S CABINET PICKS SO FAR: As President-elect Donald Trump fills out his Cabinet, a few things are becoming clear: He loves generals, he prizes loyalty and he especially values the loyalty of those who funded his presidential campaign. Breakdown of his picks vs. Obama’s first Cabinet: http://bit.ly/2hd08Nk But not all loyalists…

OH I’M NOT WORRIED! HE LOVES ME. *PAUSE* HE LOVES ME … RIGHT? *PAUSE*: Via Politico’s Alex Isenstadt and Ken Vogel, Trump “originals” are now saying they’ve been getting frozen out of the transition process. These campaign operatives who helped Trump from the start of the campaign haven’t had their calls answered, their futures in the administration discussed — and are getting furious, blaming the Republican establishment machine for pushing its way in.

THAT TIME RAHM EMANUEL FLIPPED THE BIRD IN FRONT OF A HILL REPORTER. LOL.: Via The Hill’s Megan R. Wilson, Chicago Mayor Rahm Emanuel had a fiery response when asked Thursday night whether he would consider running for president in 2020. “She’s a reporter,” someone at BLT said after the Chicago mayor gave consultant Neil Hare the bird, referring to Hill reporter Megan Wilson. “I don’t give a f— who she is,” Emanuel shot back. In Wilson’s words, “he did not disappoint.” http://bit.ly/2h5BbTB

Last night I saw an old US Senator, shuffling around a Christmas party … He seemed happy for the company & insisted on showing me something on his phone. He produced a shiny new iPhone, but had difficulty finding the home screen. He held it very close to his face and furrowed his brow at the glowing screen with no more than five apps on it. With an inquisitive look he said, “I know there’s a trick to this but I don’t know how to find my photos.” He asked for help and I obliged, swiping through the Senator’s humble, out-of-focus photo collection consisting of close-ups of house plants & a cow. He did not see what he wanted to show me. The Senator described a unique campaign video he had made his last election cycle. Returning his device, I pulled it up on YouTube on my phone to his bewilderment. “How do you have that on your cell phone?” I told him I save all his favorite videos. “I don’t believe that one bit. But there’s a lot around here I don’t believe or understand anymore,” he said with a chuckle. I agreed. http://bit.ly/2h4V7Wz
