Michael San Nicolas will be the first new Guam representative in Congress in 15 years.
San Nicolas, a Democrat, beat outgoing Del. Madeleine Bordallo (D-Guam), who was dogged by an ethics investigation, in an August primary.
He beat Republican nominee Doris Flores Brooks, a former public auditor, in the general election.
San Nicolas has been a senator in the Guam Legislature since 2013.
San Nicolas is the descendant of several prominent Guam politicians — both his grandfathers were local legislators, as was his great-grandfather.
When former President Clinton visited the U.S. territory in 1998, San Nicolas, then a high school student, introduced Clinton at a massive rally.
San Nicolas told The Hill recently he’s “very interested” in joining the Congressional Hispanic Caucus — he would become the second delegate to join the caucus.
San Nicolas is a former high school teacher and financial adviser. He was also a vice president of the Bank of Guam.
