Voters head to the polls Thursday in Montana, where they will choose a replacement for Interior Secretary Ryan Zinke. Next month, voters in suburban Atlanta will choose a replacement for Health and Human Services Secretary Tom Price. Together, these have become two of the most expensive House elections in American history.

It’s a lot more than one seat in Congress — it’s momentum, a perceived advantage, an opportunity to convince the other party that next year’s midterms aren’t going to be pleasant.
