Republican Rep. Barry Moore is a returning member of Congress in a new district.

Moore was first elected to Congress in 2020 in Alabama’s old 2nd Congressional District. But a panel of federal judges in 2023 approved a new map that added a second majority-Black district, transforming Moore’s old solidly Republican seat to one that is likely Democratic.

The change prompted Moore to switch districts, a change that put him up in the primary against fellow Republican Rep. Jerry Carl, who was also first elected in 2020.

Moore’s victory over Carl was a win for the hard-line conservative wing of the House GOP. Moore is a member of the House Freedom Caucus.

He was one of 11 Republicans who voted in May against blocking a move from Rep. Marjorie Taylor Greene (R-Ga.) to remove Speaker Mike Johnson (R-La.) from his post. He was not, however, part of the group of antagonists that ousted former Speaker Kevin McCarthy (R-Calif.).

Moore sits on the House Agriculture and Judiciary committees.

Prior to joining Congress, Moore was an Alabama state representative from 2010 to 2018. In 1998, Moore founded a waste hauling company, Barry Moore Industries. Moore was also in the Alabama National Guard and Reserves for six years.

Shomari Figures, a former top aide to Attorney General Merrick Garland, defeated Republican Caroleene Dobson to clinch Alabama’s 2nd Congressional District.

The Alabama House seat stretches from Washington County out west to the eastern Russell and Barbour counties. The district also includes Montgomery.

Alabama received a newly drawn congressional map last year, which was created by a court-appointed special master and selected by a panel of judgesafter the Supreme Court ruled that the state likely violated the Voting Rights Act with its previous map, which only had one majority Black district despite the fact that Black Alabamans make up just more than a quarter of the population.

Changes to the map included a new nearly majority Black district in Alabama’s 2nd Congressional District.

Figures has served in top government roles, including as a deputy chief of staff and counselor to Attorney General Merrick Garland, the White House liaison at the Justice Department and domestic director of the Presidential Personnel Office in the Obama administration.

Figures’s family has been involved in politics, and both his parents have served as state senators in Alabama.
