• Amid hundreds of flight cancellations and thousands of delays leading up to the holiday weekend, airlines and administration officials are giving different answers to questions of who and what is responsible. 
  
  

• The Centers for Medicare and Medicaid Services announced revised guidance for the Inflation Reduction Act’s Medicare drug price negotiation program. This follows several lawsuits challenging the program’s constitutionality.
  
  

• Abortions beyond 12 weeks, with some exceptions, are set to be banned in North Carolina beginning Saturday after a federal judge temporarily blocked a single provision of the law.

The Supreme Court also made decisions Friday regarding Colorado’s anti-discrimination law and a case involving a transgender woman’s rights to hormone treatment in jail.

The court ruled a Colorado law violated graphic designer Lorie Smith‘s free speech rights by requiring her to create same-sex wedding websites if she also wanted to make opposite-sex wedding websites.

“The decision narrows states’ ability to apply public accommodation laws to artists, dealing a significant blow to LGBTQ advocates,” The Hill’s Zach Schonfeld wrote. Read more on the case here.

The Court decided not to take up an appeal to a lower court’s ruling in favor of a transgender woman whose hormone treatment for gender dysphoria was withheld at times while she was in jail.

The Teamsters and United Parcel Service (UPS) will continue negotiations after UPS presented a new counteroffer Friday as the union prepared for a potential strike. 
 
The union said the counteroffer contains “significant movement on wages and other economic language,” adding that “it isn’t enough.” Union officials are scheduled to hold a press conference Saturday.
 
The UPS Teamsters contract expires July 31. Earlier this month, the union voted to authorize a strike if UPS doesn’t deliver a “strong contract.”
 
The union said at the time it wanted “higher wages for all workers, more full-time jobs, an end to forced overtime and harassment from management, elimination of a two-tier wage system, and protection from heat and other workplace hazards.”
 
The company said this week it was “working around the clock to reach an agreement that strengthens our industry-leading pay and benefits ahead of the current contract’s expiration[.]” Read more here.
