The letter also expressed concern about the security of the technological supply chain, specifically imported hardware and software that is incorporated into communications networks. Security experts have warned one of the major security risks is hardware or software from China or other nations that comes pre-loaded with malware.

“In this regard, we need to be mindful of enabling industry participants to gain access to low-cost, high-quality equipment while protecting against vendors that may seek to undermine cybersecurity by introducing harmful network components or software into our network’s communications networks, whether for purposes of surveillance, disruption, deception, or destruction.”

Concern over supply chain security and communications networks has prompted several lawmakers to object when Chinese telecom firm Huawei Technologies has attempted to purchase American telecom manufacturers in recent years. Lawmakers have suggested Huawei has close ties to the U.S. government and may be partially financed by the Chinese People’s Liberation Army. The firm denies those allegations.
