New regs for Tuesday: Week three for shutdown, rules still trickle out

The Coast Guard is establishing temporary special rules for waters near Oyster Bay, N.Y., to protect the public during a fireworks display. The fireworks will mark the 30th anniversary of a festival in the area. 

The National Marine Fisheries Service is going to prohibit fishing for herring in a region of the Atlantic to prevent overfishing. The rule will not formally be published in the Federal Register until Thursday.
