Laura Cooper, a deputy assistant secretary of Defense, and David Hale, an undersecretary of State, are scheduled to testify Wednesday afternoon before the House Intelligence Committee, which is led by Chairman Adam Schiff (D-Calif.) and ranking member Devin Nunes (R-Calif.).
