U.S. Immigration and Customs Enforcement said Tuesday that the woman, Rosiane Santos, was in the U.S. illegally and that she would appear before an immigration judge for removal proceedings.
A man was also arrested in San Antonio in July 2018 after video surfaced showing him harassing a teenager who was wearing the hat.
